Frank is a founding member of the Gibbs Community Foundation. He is a writer and the editor of The Gibbs Magazine. 

He was educated at UC Berkeley, McGeorge Law School, U.S.F., and The Union Institute in Cincinnati, Ohio.  He holds several degrees: BA, MA, andPh.D. He is an accomplished writer, a public speaker, an experienced editor.

Dr. Valeau is the Chairman of the Board,
He is a founding member of the Gibbs Community Foundation, an author, an able administrator, and a noted educator and lecturer on Educational Models.

He holds  a BA, an MA, and an Ed. D., from Southern University, Cal State Hayward, and UC Berkeley; he has been a teacher before becoming an administrator.
